TROOP COMMITTEE The Troop Committee is often comprised of parents, guardians, and Charter Organization members, who will screen and select leaders who meet both the organization's standards and BSA standards. The Troop Committee is responsible to the Charter Organization. The Troop Committee is responsible for the strategic planning, finances, advancement, records, and all other organizational aspects of the troop. The Troop Treasurer, the Scribe, and the Scoutmaster are responsible for developing a Troop Budget. The Troop Committee has the responsibility to review and approve the budget. The Troop Committee has the obligation to authorize Troop expenditures upon recommendation of the Scoutmaster. Much like an executive officer is selected by a board of directors, the Scoutmaster serves under the Troop Committee. He is the executive responsible for the day to day performance of the troop. The Scoutmaster is not a member of the Committee and has no vote. However, he is welcome at all Troop Committee meetings and his input should always be welcomed. TROOP COMMITTEE CHAIRMAN The Troop Committee Chairman is responsible for seeing that all of the committee functions are "delegated, coordinated, and completed." Further, the Troop Committee Chairman is specifically charged or instructed by the Boy Scouts of America to "interpret National and Local policy to the troop." SCOUTMASTER The Scoutmaster is the most important figure to the Troop. He will set the tone for the entire troop as to camping and adherence to BSA policies. He can lead to a unit to having an outstanding program. The Scoutmaster is the adult leader who works directly with the youth leaders in planning the program. In advancement, he conducts the “Scoutmaster Conferences” for all ranks to determine if they have satisfied the requirements to advance. COMMITTEE MEMBER DUTIES A well staffed Troop might have a nine-member committee consisting of a Committee Chair, a Treasurer, an Advancement Coordinator, a Secretary, a Roundtable Representative, and three at large members. With this number,the presence of five members would be necessary to establish a quorum. The Scoutmaster and the Assistant Scoutmasters are welcome to attend, but are not voting members of the committee. The responsibilities of each position are as follows: Committee Chair - chairs monthly committee meetings, interprets national and local policies to troop, prepare troop committee agendas, ensure troop representation at Roundtables, secure “topnotch” and “trained” individuals for Camp Leadership, ensures timely re-charter of the Troop. Secretary- keeps minutes of committee meetings and notices and conducts a troop resource survey. Treasurer- handles all funds, pays the bills on recommendation of Scoutmaster and authorization of the Troop Committee, trains and supervises the troop scribe in record keeping, keeps adequate records, supervises money raising and camp saving programs, leads the troop in the creation of a budget, and leads friends of scouting campaigns. Advancement- works with the Troop Scribe to maintain advancement records, arranges quarterly boards of review and courts of honor, (minimum, monthly boards of review are suggested), develops and maintains a list of council registered merit badge counselors, arranges purchase of needed rank and merit badges and the certificates for scouts, files the appropriate paperwork with council office, and works with Troop Librarian to build and maintain a troop library. Chaplain- provides spiritual tone for meetings, provides guidance to Chaplain Aide, promotes religious observance, and encourages scouts to earn religious awards. Other Positions-Some Troops have a separate outdoor activity, training, and equipment coordinators. Depending on the number of volunteers, there is no limit to committee positions. SCOUTMASTER SELECTION When there is a vacancy in the Scoutmaster position, the Troop Committee develops and ranks a list of prospects. The Troop Committee interviews the Scoutmaster candidate by order of preference, and if satisfied, provides the name to the Charter Organization for approval. After all approvals are secured, the application signed by the Troop Committee Chairman and the Charter Organization head or the Charter Organization Representative, if so designated by the Charter Organization. |
